Meeting called to order 12:30pm

Present: Larue Austin, Wayne Dodge, Melody Dodge, Doug Smith, Larry Dodge, Robert Simpson, Bob Quail, Jackson Sterle, Tom Newman, Rusty VanEtten, Bob Williams, Terry Riese, Jay Kessler,

Absent: Howard Smith, Nate Wooster

Minutes from the December meeting were read and  motion to approve made by Tom Newman. Second made by Terry Riese.  All in favor

Treasurer’s report was read.  Motion to approve was made by Robert Simpson. Seconded by Bob Williams. 

OLD BUSINESS:  Larry Dodge gave a report on his inquiry into how much it would cost to replace the tires on the machine.  Motion was made to replace tires by Jackson Sterle. Seconded by Jay Kessler.  All in favor. 

Other work needing to be done on machine before the Spring Pull was discussed.   Another new light and switch will be installed and transmission fluid  will be changed on March 28, 2010.  BOD meeting will take place at Doug Smith’s house on that date. (regular meeting time will be at noon.)

NEW BUSINESS:   Spring Pull (where we stand)

  • advertisement – done
  • fairgrounds _ done
  • Welcome Party- arranged.  It will consist of pizza, beer, snacks from Frito Lay
  • Raffle- tickets were sent to BOD members and are being sold even as we speak.
  • Walkie-talkies   Bob Quail looked into a set of walkie –talkies to use during pulls.  Much discussion ensued and finally the motion was made by Jackson Sterle to buy two sets of radios (one for in the machine and one for  traveling with the boat) that can be charged in a vehicle.  Second made by Larry Dodge.  All in favor.  Bob Quail will purchase them.
  • Job assignments were given out for Spring Pull.
  • Bob Williams will donate shoes again for the second place finishers at this year’s pull.
  • Chalk lines will be added to the arena floor this year.  Only the teamster and his helpers (max 3) will be allowed inside the lines.  This worked well at the Farm Show Pa. this last January. 
  •  
  • Banquet Tentative date set for November 13, 2010 at Owego Treadway Inn  Will be discussed later in the year

Point System Standings:  Much discussion on what changes if any should be made to the system and for prizes awarded for the upcoming year.  It was decided to leave it the same at least for this year.

FAIR CONVENTION REPORT

Contracts are coming in slowly.  Morris doesn’t have the money to have a pull this year.  Six fairs signed contracts at the convention.  They were Angelica, Hemlock, Boonville, Canandaigua, Hamburg, Walton and Trumansburg. 

Others are interested but we do not have their contracts back yet.  Many have contacted Doug Smith verbally and they all have contracts in hand.

July fourth pull was discussed.  Nothing set in stone yet.

Motion made by Jackson Sterle  for NYSHPA to run a pull in Harpursville, NY this Memorial Day (May 31, 2010)  Seconded by Wayne Dodge All in favor.

Minutes from the October 11, 2009 meeting were read. Motion was made to approve the minutes by Nate Wooster.  Second  by Tom Newman, all in favor.

Treasurer’s report was read.  Motion to approve was made by Larry Dodge, seconded by Tom Newman.  All in favor

OLD BUSINESS:  The banquet was discussed in great detail.  How was the food?  What did people think of the DJ?  Would other entertainment be better?  What are some ideas or suggestions for making it better next year?  Much discussion followed. 

Topic of the winter maintenance of the machine was continued.  Machine will be housed at Doug Smith’s for the winter months.  Does it need tires?  Larry Dodge will look into cost of tires, etc.

Spring Pull details were discussed.  It is not too early to get the ball rolling.  Doug Smith will be contacting sponsors of last year’s Spring Pull to see if they are still interested in helping  this year.   They would be Horsepullresults.com, Jojo Duvall, Sugar Valley Collar Shop, Dr. Alan Perestam Chiropractic.  ( Julie Dodge will contact Alan).

Discussion about whether or not to have a mini horse pull at the Spring pull. Ideas were talked about at length. When would it be the best time to pull minis? 

In an effort to bring some more enthusiasm to the sport of horsepulling, Terry Riese had several ideas that he wanted to introduce for discussion. 

  • How about pulling the Heavy class first?  (much discussion)  How about trying at several fairs and see what happens?  (more discussion)
  • A gathering of horsepullers in the Winter.  For example, have a mid-winter pancake breakfast?
  • Have the machine operator do the weighing at pulls?

 Fair Convention discussion ( dates January 15-17, 2010)  NYSHPA will be represented on Saturday, Jan. 16 and Sunday, Jan. 17th . All in attendance have agreed to attend, some will drive up for one day only.  Much discussion ensued about what fairs to contact and what changes (if any)  we would like to see for the coming year.

Held at the Owego Treadway Inn, Owego, NY, the meeting was called to order at 8:30pm by President Larue Austin with 100 people in attendance.

Minutes from 2008 annual meeting were read and motion to approve made by Tom Newman, second Nate Wooster.   Vote – all in favor.

Old Business:

Machine operator was brought up for the 2010 season. Eric Lutz has agreed to run the machine again next year.  Doug has agreed to keep the machine undercover throughout the winter.  There is regular maintenance that will need to be done; the board has agreed to do a run through in the spring to make sure everything is ok before the Spring Pull in April. 

The boat operator was brought up; we are going to check with Carl Canniff.  The board is going to check with other options in case Carl can not do it but will check with Carl first before any other options are explored.

Fair pulls were brought up.  Hemlock fair was brought up and the buckeye boat, there is some maintenance that needs to be done – the buckeye boat needs new hooks.  Bob Williams has agreed to fix the hooks on the buckeye boat as long as someone gets them to him.  We have had a few phone calls of new fairs that would like to have a horsepull in 2010.  We will see at the fair convention how things come about. Dunkirk also expressed interest in having another horsepull in 2010.

Blankets were brought up.  Tom Newman is going to pick his up and pay for them and Larue will contact Brian Resseguie regarding his set.

New Business:

Point System was brought up.  Terry went over the results and discussed the appreciation award winners.  The prizes for the point system will remain the same as last year.

Banquet was brought up.  The menu will be the same as last year.  Jay Kessler has agreed to do the door again at the banquet.  Entertainment was discussed the board has decided to get the same DJ as last year.  Door prizes were brought up, Larue has a CD of Spring Pull from 2009, along with some NYSHPA hats, Bob Williams will check with Deb and have her make a set of weigh halters to give away.

$100 raffle was brought up.  There are about 50 tickets that have been returned sold.  We will contact the ticket holders to check on the ones that are still out. 

Terry brought up recognizing the retired horsepullers, that still come to a majority of the pulls and go to the banquet, also recognize Mel Dodge for all of her help throughout the summer and all the pictures that she takes and passes out to the horsepullers.  Terry also brought up recognizing the helpers (hookers etc.) and also spectators that are in regular attendance, will discuss further at the next meeting

Spring Pull was brought up the date for 2010 is April 17th.  JoJo Duvall had called Doug and told him about an opening on her calendar for ad space to advertise the Spring Pull.  Doug agreed to advertise in the calendar, board all agreed that is a good plan.

.It was brought up to possibly find a full time announcer for the 2010 season.  We will check into some options throughout the winter.

Old Business:

Larue would like to send a card to Alexa Dhuy for singing the National Anthem, Mel Dodge for her time spent on the Sponsorship board, JoJo Duvall, Sugar Valley Collar Shop, & Melinda Keegan for coming and setting up their booths.  Doug also mentioned that Clark Williams is in the hospital due to breaking his hip after the spring pull, will send a card.

Spring pull was brought up, Doug had a few people called regarding the time spent on the mini-pull, would have liked to see a shorter mini-pull or have it after the heavyweight class.  Bob Williams brought up that we need to control the amount of people in the ring, have only horsemen and hookers in the ring – not spectators and everyone else.  Also, had a few calls on how the pull ended, spectators would like to see a definite winner.  Board agreed that overall it was a great pull.

Machine operator was brought up, Tom Newman states that Eric Lutz is going to run the machine for the summer, will start at Harpursville.  Doug has agreed to show Eric how to run the truck at Harpursville.

Larue will have the hats, and shirts at Lisle on sale for those who are interested, also the blankets were brought up.  Did not have a lot of interest in buyers – will keep them on display for a few more pulls.

Brian brought up Weedsport - heard from them and they have stated that they are still looking for sponsors, and are interested in having their pull on the 3rd of July.  The fair board has a meeting on the following Tuesday (the 12th) and will get back to Brian with results and if they are going to have a pull or not.

July 4th was brought up and options of where to have the pull, Wayne had tried to contact Owego Fairgrounds and did not hear back from them.  Options discussed were Oxford, Speedsville, or Eaton.  Howard will check with Oxford to see if we can use the field and see if the Lions Club or American Legion would be willing to cook the food while the association takes care of the rest.  If the pull for Weedsport runs on the 3rd of July, the board has decided that they will still run a 4th of July pull starting @ 1PM. Prize monies will be the same as previous July 4th pulls.

Terry Reise brought up the appreciation award for horsepullers.  Board has agreed that a horsepuller must attend at least 8 pulls to qualify for the award.  A horsepuller will only be counted for one pull no matter how many teams they have, one award per owner.  Each class will be counted separate (lightweights & heavyweights), entry names must be the same to be counted.  Motion made by Tom Newman to accept Option 1 (attend 8 pulls to be qualified – and must attend banquet to receive cash award – without bonus)  2nd by Wayne Dodge, all in favor. Wayne Dodge and Terry Reise will take care of the point system in 2009.

Motion made to continue to do the point system again this year by Wayne Dodge, 2nd by Bob Simpson, all in favor.  Point System prizes same as previous years as of right now.  Entertainment was brought up and decided to check for other options and come back to next meeting with suggestions.

Old Business:

DYN operator was brought up, Tim Livermore at one time expressed interest in the job and when Doug re-contacted him and he didn’t show as much interest but hasn’t ruled it out completely.  Nate brought up that more than one person should know how to run the machine. 

Have talked to Carl Canniff and he says that he is planning to take care of the boat for the summer and have Kevin help him.  Doug contacted Harford fair.  Frank says that we can have two of their blocks; Doug will pick up the blocks sometime in the spring.

Fair convention report: We acquired one new pull in Dunkirk.  Hemlock will be starting at 5pm this year and be pulling on the racetrack in front of the grandstands.  We have signed the majority of the pulls from last year except Whitney Point, and New Paltz.

Terry Reise brought his ideas to the table regarding the amount that pullers should receive for most attended pulls.  He feels that pullers should attend at least 9 pulls in order to be qualified.  Terry will continue to do some more research on the topic and have a detailed breakdown at the next meeting.

New Business:

Blankets that are going to be sold at the spring pull were brought up and what we are going to have embroidered on them.  The board has agreed to have “New York State Horse Pullers Association” and possibly the logo if it is not too much of a cost.  Doug will check with Advanced Award and see if embroidering the logo is possible. 

Advertising for the Spring Pull:  No one currently has any other prospects to advertise at the spring pull.  Welcome Party was brought up; Doug will try and contact A.L. George regarding donating beer and will also contact Frito Lay regarding snacks.  Nate made a motion to once again get pizza and have same thing as last year for the welcome party 2nd by Jay Kessler, all in favor.   Mel Dodge stated that she would be willing to do the acknowledgement board for the sponsors at entryway.  Suggestion made to find someone to sing the national anthem for the Spring Pull, looking for options.

Old Business:

Discussion was made regarding the banquet. Terry brought up that someone had approached him regarding if you buy a $100 ticket you should be able to get into the banquet for free, topic will be discussed further at the next meeting & a motion will be made at that time.  Everyone agrees to run the raffle again in 2009.

A motion was made that everyone that drives a pair of horses that is an association or contract pull, has to be a member of the NYSHPA.  All members will be notified of the new rule on the next newsletter that is sent. Motion made by Jackson Sterle, 2nd Bob Williams, all in favor.

DYN operator was discussed, Dick DeBois had contacted Doug regarding running the machine, exploring options for other candidates before making decision.

The boat was brought up Carl Canniff has agreed to run the boat again this year.  Kevin Brigham has agreed to go along with Carl to help him out throughout the summer.  Blocks for the Association boat were brought up, Doug is going to contact Frank from Harford which have a few blocks and see if we can purchase a few of them for extra weight.  Carl has agreed to carry one more block on the current trailer.  Will check into and get back with answer at next meeting.

Larue thanked everyone for all of their help with the banquet.  Deb Williams for doing the halters, Mel Dodge for preparing the slide show that was at the banquet, and Wayne & Larry Dodge for calculating the point system.

New Business:

Spring pull was brought up; the date for 2009 is April 18th.  Larue brought up the $20 raffle; everyone agrees that we should sell the tickets and again this year, and also give a set of sheets to the winners of each class, Doug will order the sheets.

Discussion was brought up regarding horsepullresults.com, everyone agrees to once again donate to the webpage, and a motion was made by Tom Newman to send Bill $250 to advertise the association on the webpage 2nd by Nate Wooster.  Also, need to check with Bill to see if he will be willing to help find sponsors for our Annual Spring Pull once again this year.

Fair Convention which is January 17th – 18th there are four rooms currently reserved.  Larue, Robert S., Nate, Terry, Jackson, Tom, Wayne, Brian, Bob, Kelly, and Doug will attend.  Larry will try to make it for at least one day,

Hemlock fair was brought up, need to talk to the fair board about maybe starting the pull earlier than 6 PM.   Suggest starting the lightweight class at 1PM, need to also bring up why the pullers could not come up and stay on the fairgrounds after the Angelica pull will approach them at the fair convention. 

Weedsport was brought up.  Brian stated that there was a good turnout and a good pull will approach the board to see if they are interested in running a pull again this year.  Brian will also talk with Waterloo and come back with any information at next meeting.

Larue had a call from Howard; Howard heard that Angelica would like to use the Association boat.  Will mention to Martha at the convention and see where it goes from there.

Tom talked to Don from Walton, Don would like to purchase blankets Tom suggested maybe adding a few more prize monies to the premiums rather than blankets. Will talk with Don again and see if that could be an option.

Terry suggested giving horse pullers an amount for attending pulls throughout the summer.  Terry will come back at the next meeting with some figures on what he has in mind.  There were 18 contract pulls in 2008 and in order to be qualified you must attend at least 5 pulls.

Doug had been contacted regarding the point system in Pennsylvania; they had asked if the NYSHPA would be willing to include a few of their pulls in the Pennsylvania point system.  Wants two of our biggest pulls, suggested Hamburg and Angelica, brought it up to the board and everyone agrees that it is good to promote the NYSHPA with other associations.

Motion made to raise admission fee to $6.00 per person at all association pulls by Terry Riese, 2nd by Tom Newman, all in favor.

Old Business:

Larue asked if there were any comments regarding this summers fair pulls.  Bob Williams brought up Whitney Point, and asked what they are going to do in 2009.  Agreement was that the overweight would run 2 years and then change to 2 classes.  Walton was brought up and discussed that everything went smooth, very nice place to pull, great crowd.  Alexander need to discuss about weight, can’t honor weight slips where some weigh 3400 and others 3300.

DYN is ready for winter, parked and under cover for winter at Doug Smiths.  Will check antifreeze before weather gets bad.  High pressure brought up currently at Doug’s.  Larry has the new ropes for next season, discussion was made regarding how long the ropes should be. 

Boat trailer is still at Carl Canniff’’s.  Carl says that he is willing to run the boat trailer next year.

New Business:

Banquet menu options discussed, had three sample menus to choose from.  Motion made by Nate Wooster, 2nd Jackson Sterle to go with same menu option as previous, Seneca Lake Dinner Buffet; selected for salads: house garden salad and red potato salad, entrees:  Char – grilled london Broil, stuffed chicken breast.

Entertainment: have not convinced Fred Wolfer to do the banquet.  Wayne suggested he knows a DJ that could do the banquet, will get a price and get back to Doug. 

Setup table for banquet, Jay Kessler agrees to do the door. Door prizes: association will put some merchandise up to give away, shirts, hats etc for prizes.

$100 raffle brought up, so far there are 59 sold. Have a few back unsold, some board of directors will take and try to sell.

Prizes for point system: same as last year 1st – blankets, 2nd – blue halters, 3rd – red halters, most pulls attended – green halters, motion made by Nate Wooster, 2nd Wayne Dodge, all in favor.

Motion made to have Spring Pull again in 2009 by Jackson Sterle 2nd by Bob Williams, all in favor.  Need to check to be sure that the dirt in the coliseum that was there during the state fair will not be in there in the spring.  Doug will check with the NYS fairgrounds, and hopefully get the date to JoJo so that she can have it put on her calendar.

Bob Williams brought up raising the membership dues, will have to notify all members by newsletter and vote on at the banquet. Discussed reasons for wanting to raise membership dues and effects it may have on the number of members in the future.  Decision made to forget about raising the dues.

Sue Simpson asked Doug if the NYSHPA would be interested in donating a pair of blankets for the Eastern Draft Horse Association fall round-up. Motion made to go ahead and donate the blankets if asked by the Eastern Draft Horse Association by Howard Smith, 2nd Larry Dodge, all in favor. 

Terry brought up getting the horsepullers more money in upcoming pulls in 2009.

Wayne brought up maybe working with other associations to get more advertisement to attract more pullers to come.  Put our pulls on other assoc. sheets, and their pulls on our sheets.

Discussion made to make new blocks for Association boat.  Will talk to Donny Cole to see if he still has forms to make new blocks.

Old Business:

Bob Williams stated that for the turnout at the Spring Pull, it was a very good pull.  Larry had a suggestion that once the lightweight is over and heavyweight is started that if someone comes in maybe give discount at gate, to try and get more people into sport, rather than charge $10 maybe charge $5 / person. 

Machine operator was brought up. Jackson spoke with Scott and Scott says that he is willing to run the machine Memorial weekend and throughout the summer at times, Don Wooster has expressed interest in running the machine.  Board discussed maybe splitting job between two people, going to speak with Don and see if he is interested in splitting job.  If job is split board is willing to pay both operators, while Don is learning. Larue will check with Don to be sure he will not be offended with splitting the job will figure out as soon as possible.

Talked to Fred Wolfer at the Spring Pull Welcome Party to see if he would be interested in being the entertainment at the Banquet, still hasn’t given an answer.  Will ask again to try and get an answer, if not interested we will have to find other options.

New Business:

Jay Kessler made suggestion to maybe send a tape of Spring Pull or any pull to a TV station to promote horsepulling and get more people aware.

Tony Ellsworth approached Doug that Brookfield is interested in having an overweight horsepull this year, same 2 year deal, as WP has.  Gave Tony figures but have not heard back from him, pull would run on a Thursday night.

Banquet successful, everyone approves of new date.  November 15th, 2008 tentative date scheduled for next years banquet, Menu change suggested by Bob Williams will look into other options and bring up at next meeting.  Entertainment discussed, looking into other options for next year.

Spoke with Scott Blanchard prior to meeting regarding machine operator, he is not interested in running machine for 2008 season, says would help out if needed, but does not want to run every fair.   Motion made to find someone and offer $200 / day to run machine in 2008.  Discuss at next meeting.

Fair convention report given by Doug Smith.  Increased money for Canandaigua, Hemlock, Whitney Point, and Trumansburg.  Walton has contract but has not returned signed copy as of yet, waiting to hear back from them and then go from there.   Boonville and Angelica contract remains same, had agreement of keeping premiums and everything same. Horseheads approached us at convention regarding having a pull, sent list of current fairs and sample contract have not heard back from them. Whitney Point agrees to same as last year, will run an overweight again this year maybe change to 2 classes following year.

Letter from Bill Torrey was read regarding cost to renew service for maintenance of website.  Minimum donation requested $200 with a request for users to donate to sight themselves.  Board discussed what to send and ways to improve.  Board would like to have Bill update our site more often with new pictures.  Motion made by Wayne Dodge to send Bill $250 2nd by Jackson Sterle, vote all in favor.

Spring Pull advertisements submitted to The Draft Horse Journal and Country Folks as of now.  Discussions of other places to advertise through to try and attract more people, mentioned advertise in Buffalo area, or have mentioned on next Steam Engine newsletter, Doug will contact.  Discussed welcome party and what to have, Kelly agrees to order and get pizza for welcome party, Doug will contact Frito Lay to donate chips again this year, and get soda.  Brian will check on getting donation from Anheuser – Busch.  Discussed having vendors at Spring Pull as another attraction for Friday night and Saturday morning. 

Larue brought up needing an announcer for Spring Pull, Rusty will check with Jim Cady and get back to Larue with his answer.  Larue brought up that last year confusion in minutes regarding admission for workers.  Motion made that everyone pays and it will be at the discretion of the association to reimburse.

Old Business

Fair Convention report given by Doug Smith.  Angelica and Boonville increased monies for championship.  Hamburg monies reallocated and dropped 3 places.  Whitney Point signed a contract for fair pull with an overweight pull held on the boat.  2-year max for overweight pull then must go to 2 classes. Morris may not be holding pull this year.  Talked to Owego but they never came to discuss contract.  No pull at Harmony, NJ this year due to lack of horses.  Honesdale has signed again.  Forksville and Harford are definitely having a pull but will not commit to contract until they hold individual board meetings to discuss fees.  Grahamsville and New Paltz are definite with increase in premiums.  Angelica officials asked that alcohol consumption be deterred on the track and they will mail all checks. 

Terry Riese offered thanks to the officers for attendance at fair convention.  He stated that we should anticipate the loss of 2 pulls a year and we need to be more aggressive to get more pulls to replace the ones lost.  Whitney Point has been approached for years and we were finally success. 

Point System – Wayne will administer the program again.  Discussion took place as to what pulls will be counted.  Jay suggested only pulls that are contracted and drug tested.  The following pulls will be counted:

Boat Trailer – Dwight, Doug and Larue assessed the repairs needed.  There are holes in floor and it was suggested that ¾ plywood be used to cover over top of existing floor.  Discussion took place regarding going over the top of existing or tearing off old flooring and replacing to keep weight factor down.  Boards on the trailer have been cracked in places but majority is okay to screw replacement boards to.  Larry offered to provide labor to strip down to iron to sand and paint frame then replace with plank.  Nate made motion to reimburse Larry for expenses on repairing boat.  2nd Jay Kessler.

Dwight reported findings on slots support.  Letter needs to be drafted and sent to state.  State has cut aid for agricultural events and has become more of a business to bring in events that will make money.

Whitney Point Overweight pull – 1000 pound increments for rounds so the last weight in a round is then the first weight on the next round to eliminate having to load and unload blocks.  Choice of driver to ride or walk.  50 pound blocks will be used.  Block company in Binghamton that may donate half the block if their name is painted on boat.  Time is a factor to get the pull done in 3 hours.  Set minimum at 3500 and leave max open.  Blocks will have to be taken off at the end of each round before next round starts so no one is excluded from pulling.

Spring Pull – Sponsors are welcome and each member is encouraged to get more.  To date $300 from Comfort Inn and $500 from Sugar Valley, a harness shop.  The harness shop will bring some items for sale.  Sponsor info put in pull program.  Nate suggested inviting a horse equipment logging vendor to donate and participate with vendor space at the pull.  $.25 square foot will be charged for vendor space.  Discussion ensued regarding attracting vendors. 

Spring Pull Advertising – ads put in Draft Horse Journal and Country Folks.  Any ads that are placed need to state that there is a $10 admission fee.  Fingerlakes equine papers have requested to run ad in their papers.  Pennysaver ad will be investigated in lieu of “light sign” at Fairgrounds.  Welcome party?  Discussion took place regarding providing food.  Doug made motion we provide beer, soda, chips, cheese & crackers, etc.  Bob Simpson 2nd

Meeting called to order at 12:20pm.

Old Business

Banquet  discussion – DJ was well received.  Date was acceptable but did not bring in any more people, 93 total.  Discussed tentative date for 2007.  All in favor of November 10.  Entertainment committee – same DJ will be contacted to reserve date.  

Jackson has checked on machine for winter storage.   Machine is not under cover but is tarped for the winter.  No maintenance needed.

Revisit topic of3-year officer terms.  Further discussion on benefit and logistics.  Final decision to leave as is for now.

Terry report on long-term membership recognition.    Talk of voting on each potential candidate.  Tabled until later date.

Committee Reports

New nominating committee consists of Larry, Brian and Bob.  Talk amongst themselves to decide Chair.

New Business

Cato Fire Department is definitely sponsoring a pull in June 2007.

Fair Convention – January 12-15, 2007.   Need to attend January 13 and 14.  Price for meeting rooms has been negotiated and lowered; guest rooms remain the same.  Dwight, Terry, Brian, Vicki, Wayne, Larue, Bob and Doug will attend. 

Suggestions to bring up to fair officials:

  • Doug mentioned increase in contract announcer fees and ask for more premiums.  Larue stated that the PA association has opened slots to lower taxes and promote horses.  Dwight will to pursue the chances of this taking place in New York.   
  • Discussion setting a cutoff and what to do if its not accepted. Minimum currently is $1265 per class, do we want to raise to $1500 or $1700.  Try to increase those that have a crowd, i.e., Boonville.  Harford will increase fees in 2007. 
  • Question was asked about having a pull at Whitney Point for their fair. Haven’t heard anything although they have been contacted. 

Those attending convention are asked to bring snack, beverages are covered.

Terry Riese stated that more money needs to go to contestants.  Larry stated that we need to get more sponsors to increase premiums. 

Syracuse has offered April 21 as date for Spring Pull.  Bob Simpson made motion to hold the pull and sell $20 raffle tickets again, 2nd Jackson Sterle.  All in favor. 

Larue brought up the website and how to pay for web services.  Motion made to send Bill Torrey $250 by Jackson Sterle,  2nd Dwight Shoemaker.  All in favor.

Larue asked whether we needed to do any maintenance on the boat trailer.  Doug and Larue will look at trailer, assess its needs and talk to Carl. 

Vicki got phone call from Fire Dept. near Jamestown about possibility of pull in 2007.  Will call back after their meeting the first of year.

Old Business:

Howard Smith read and explained insurance policy coverage.  Competitors not covered for injuries at pulls.  Different types of policies discussed for coverage at different state pulls.  Each puller should have some type of liability insurance on their own.

Thanks to Nate Wooster for fixing the association boat. 

Power-washer purchased and given to Scott Blanchard for use.  Jackson Sterle will find a place to winter the machine.

Discussion ensued regarding the performance of the new announcer;  all in favor of keeping him on for the following year.

Discussion took place regarding the amended bylaws.  One minor change and all approved.

Howard Smith question why treasurer position is not bonded.  Association has never required bonding and does not feel the need to require it now.

Question asked who can write a check.  President is authorized to sign checks as well as treasurer.

Doug Smith reported that Harpursville dropped their grounds fee because they want to continue having a pull each spring.  Howard Smith stated that there will be no more pulls in Oxford through the Lions Club.

Committee Reports

Point System report given by Doug in Wayne’s absence.  Wayne Dodge suggested adding another prize because the first 3 places are very close …  blankets for first and second and halters for third.  Discussion took place on what to give for each place winner.  Dwight Shoemaker made motion for blue blankets for first and red blankets for second.  Third and fourth place get halters embroidered with NYSHPA.  2nd Bob Simpson.  All in favor.

Nominating Committee

Larue Austin has accepted President, Wayne Dodge for Vice-President.  Vicki Iadanza for secretary and Doug Smith for treasurer.  Bob Simpson, Larry Dodge, Scott Blanchard, Ira Kessler and Brian Resseguie will run for BOD.  Howard Smith motion to approve, 2nd Nate Wooster.  All in favor.

Suggestion made to send letter to everyone in the association to solicit their interest in running for office.  Next year, a section will be added to the schedules to solicit BOD and officers.

Discussion took place regarding officers holding office for 3 years.  Discussion tabled until a later date.

New Business

Menu same as last year for the annual banquet with a $20 fee for non-members.  Discussion took place regarding door prizes being geared more towards women.  Further discussion on participation.  Music committee waiting on call back from DJ.  Discussion regarding DJ versus band.  Jay Kessler will investigate a band for the evening.  (A DJ was secured on Monday, day after the meeting.)

Talk regarding having Bill Torrey be our guest at the banquet.  Howard Smith made motion to invite Bill and pay for his room for the night.  2nd Terry Riese.  All in favor.

Howard Smith made motion to purchase a copy machine for secretary.  Costs will be investigated and presented at the next meeting.

 Terry Riese made suggestion to somehow recognize long-time members.  Terry will investigate options and report next meeting.

Terry Riese asked possibility of small pulls being added to the list of pulls eligible for point system.  Discussion ensued regarding scoring teams and pulls.  Jay Kessler will follow-up with Wayne Dodge to insure everyone is scoring pulls in the same manner.

 Meeting called to order at 12:30pm

 Roll call – all present except Brandon Bough, Wayne Dodge and Chad Newman

 Meeting minutes from February 12 were read and motion made to approve by Nate Wooster, 2nd by Bob Williams.  All approved.

 Treasurer’s report was read and motion made to accept by Jackson Sterle, 2nd Brian Resseguie.  All approved.

 Results of Spring Pull of Champions were read.  Pull resulted in profit over $200 even though we experienced a loss of approximately 200 people from last year.  Discussion took place regarding feedback on our announcer and all were favorable.  The announcer will be asked to join us for several pulls this year.  If  he is not available, other options will be pursued.  Further discussion took place regarding the setting of records.  Records can only be officially acknowledged if set at the Erie County Fair in Hamburg, NY.  Current record for Light Weights is held by Donny Dove with a weight of 4000 set in 2003 and the current Heavy Weight record is held by Boomer Clark with a weight of 4400 set in 2002.

Old Business:

The boat will be repaired and painted for the start of the new season.  Discussion ensured regarding compensation due to higher gas prices and ability to handle long-distance trips. 

 Due to the splitting of secretary/treasurer job into two positions, the Bylaws need to be amended to reflect the change.  Changes will be made and a draft copy will be sent to all B.O.D. for proofing/wording changes.

 Job assignments for pulls will be posted on the schedules as reminders for those assigned and as a point of information for attendees.

Investigation into change of venue for our annual meeting was discussed and it was determined that change of location did not result in any price breaks and possibly may not increase attendance.  It was decided that the date change for this year may be enough to entice members to attend and the situation would be re-evaluated after this year’s event.

We discussed the July 4th pull and the ramifications of giving all non-winners $20 or dropping the entry fee.  After several minutes of discussion, Bob Williams made a motion to drop the entry fee, 2nd Jay Kessler.  All in favor.

The firemen hosting the pull in Cato, NY have requested a proof of insurance certificate for the grounds owner and themselves.  Doug will send a copy.  Further discussion took place regarding the association’s policy and coverage.  The policy will be studied and a review will take place at the next meeting.

The officials of the Harpursville pull have notified the association that there will be a $175 fee to use the grounds this year.  Discussion took place on whether or not to cancel the pull but it was decided to hold the pull this year as it had already been advertised.  A review of the event will take place next year before advertising takes place.  Job assignments for this pull are as follows:

 Several minutes of discussion took place on how to increase participation and spectators.  Several ideas were bounced around and will be discussed further at the next meeting.

Discussion took place regarding the association purchasing a laptop computer for secretary use.  Purpose and function of the laptop were clarified and motion to purchase was made by Howard Smith, 2nd Jay Kessler.  All in favor.  Jackson Sterle will investigate cost which is not to exceed $1000.

 It was noted that the machine looked great for the Spring Pull and it was suggested that the association buy a pressure washing machine for the operator to use to keep the machine looking good for all pulls.  Motion to purchase was made by Jackson Sterle, 2nd Jay Kessler.  All in favor with cost not to exceed $200.

Oxford pull will be held again this year but will be reviewed by Lions Club members regarding its continuance next year based on number of participants.  This year marks the 38th anniversary.  Light weight class will be held at #3425 due to the championship being held the following week.

The meeting was held at the home of Larry Dodge and called to order at 12:30pm.

Minutes of the prior meeting were read and motion for approval was made by Chad Newman, 2nd Jay Kessler.  Vote – all in favor.

Treasurer report was read by Doug Smith.  Motion for approval by Wayne Dodge and 2nd by Jackson Sterle.  Vote – all in favor.

Old Business – Dwight Shoemaker announced that Ed Pepper will accept the position of announcer, starting with the Spring Pull in April.  Several minutes of discussion took place regarding the pros and cons of having an announcer with no pull or horse experience.  It was determined that horse puller bio sheets be provided for announcer and spectator benefit.  Ed Pepper will announce and auctioneer for the Spring Pull.

Larue Austin read a letter from Bill Torrey regarding his need for information to attract sponsors, acknowledgement in return for donations, etc.  Further discussion took place.

Doug Smith reported that the Dynamometer has been painted and was completed at a lower cost than originally quoted.  Wayne Dodge reported that he had made some calls regarding covers but it was decided to wait as the rims were already painted.  Motion was made by Wayne Dodge to replace the lug nuts, 2nd by Jackson Sterle.  Vote – all in favor.

Larue Austin reported that the boat will be taken care of when we get warmer weather.  Doug Smith stated that Howard Smith told him he had paint for the boat.  Nate Wooster volunteered to prep and paint the boat if needed.

Doug Smith gave a report of the outcome of the NYS Fair Convention held in January.  An increase in the prize money for the Light and Heavy Weight Championships, Angelica and Boonville, has been negotiated for this year.  In addition, Hemlock will still sponsor a pull but the location has changed to the two fenced arenas behind the grandstands.  Preparation of the arenas will be performed by the fair board.  A total of 7 contracts were signed during the convention.    Bob Williams asked about the possibility of a pull at the Broome County Fair.  Doug Smith reported that the possibility was discussed and preliminary negotiations took place but that no confirmation has been received.  Doug Smith stated that the Angelica Fair Board has also imposed a stipulation that no prize money will be awarded to teams that are selected for drug testing until after the results have been received.  Further discussion took place regarding the cost of the convention and the need for a hospitality room versus a booth in the trade show.  This prospect will be reviewed later this year.

Jay Kessler reported that he had investigated moving the annual meeting/dinner to Bath and was unsuccessful in finding any suitable accommodations.  The possibility of moving to Corning was also investigated but proved to be much too expensive, average $30 per person versus $15 per person in Owego.  Jackson Sterle volunteered to investigate accommodations in Ithaca and will report back next meeting.  It was stated that participation may increase with the new date and music venue and a change in location may not need to take place.

New Business – Larue Austin reminded the nominating committee, Jackson Sterle, Howard Smith and Jay Kessler, that they should be making note of any prospects for the next election.

Discussion took place regarding the privilege of not having to weigh at the 2nd or 3rd pull when they occur on consecutive days.  It was decided to keep the rules the same as last year – you must pull the same two horses together at all of the two or three consecutive-day pulls.  Vote – all in favor.

Doug Smith stated that he had asked two different people to serve as weigh master/judge at the association affiliated pulls but both had declined.  Vicki Iadanza volunteered to be the weigh master if someone else wanted to volunteer to judge.  Doug Smith stated that the pay of $150 would be divided equally amongst the three duties.  Further discussion took place and the duties were assigned as follows:

Bob Williams asked about paying teams that do not win any prize money a flat fee of $20 for the July 4th pull.  The discussion was tabled until the next meeting.

Doug Smith stated that he would take care of advertising for the Spring Pull.  Ads will be placed in the Draft Horse Journal and County Folks.  Further discussion took place regarding the value of advertising on the marquee in front of the fairgrounds.  Doug Smith asked if we wanted a Welcome Committee for the Spring Pull as has been done in the past.  He stated that it’s a lot of work to make the chili and asked if we wanted to explore other options such as pizza.  With a budget of $200, Larue Austin and Vicki Iadanza will check into having a nearby establishment make the chili.  Respective duties for the Spring Pull were delegated as follows:

Doug Smith will get the list of machine pulls to Scott Blanchard for his confirmation of attendance at each.  Jackson Sterle will follow-up.

Doug Smith asked if we wanted to run the $100 raffle again for the annual dinner.  Vote – all in favor.  Dwight Shoemaker and Vicki Iadanza will take charge of printing and mailing tickets in July.

 Committee report – Doug presented an estimate from Homer Body Shop for $1825 to paint the back of the machine.  Brian Resseguie made a motion to accept the estimate and get the truck painted, second Jay Kessler.  All in favor by vote.  Discussion ensued regarding painting the boat.  Larue Austin and Dwight Shoemaker will investigate cost and report next meeting.

 Old Business – Larue Austin asked for comments on the annual banquet.  Chad Newman stated that he would like to be in charge of entertainment for the 2006 banquet.  Discussion took place regarding the location and date of the next banquet.  Wayne Dodge made a motion to change the date to November 11, 2006, second Jay Kessler.  All in favor by vote.  Jay Kessler will investigate new locations and report back next meeting.  Discussion took place regarding the point system and Wayne Dodge said he will track points for 2006. 

 New Business – Larue Austin stated that the Secretary/Treasurer job was voted and approved to be separate positions.  Vicki Iadanza was appointed the Secretary position and Doug Smith will retain the Treasurer position.

 Discussion took place regarding changing the judge/weigh master fees from $125 to $150.  Wayne Dodge made motion to accept new fees, second Dwight Shoemaker.  All in favor by vote. 

 Brian Resseguie read a resignation letter from Randy Brundage.  Letter was accepted and discussion took place regarding a replacement.  It was determined that Nate Wooster was next in line according to ballots from banquet.  Larue Austin will contact Nate Wooster and appoint as new Western Director. 

 The Fair Convention was the next line of business.  Doug Smith felt there was no need to attend on Friday.  Attendees for Saturday and Sunday will be Dwight Shoemaker, Brian Resseguie, Jackson Sterle, Chad Newman, Vicki Iadanza, Bob Williams, Larue Austin, Wayne Dodge and Doug Smith.

 Discussion took place regarding tactics to promote horse pulling.  Dwight Shoemaker made a motion to raise Bill Torrey’s, web site coordinator, fees to $450 in exchange for his services to obtain sponsors for pulls, second Chad Newman.  All in favor by vote.  Dwight Shoemaker also stated that a good announcer will help draw a crowd.  Dwight knew someone that may be a candidate for the position.  Dwight will check on the possibilities and report back next meeting.

 Doug Smith stated that the annual Spring Pull of Champions has been scheduled for Saturday, April 15, 2006.  Weekend has been changed from previous pulls by the State Fair Board and the pull is now scheduled for Easter weekend.

 Brian Resseguie made a motion to adjourn at 2:35pm, second Dwight Shoemaker.  All in favor by vote.

The Board of Directors meeting of the NYSHPA was held at Larue Austin's home.
The meeting was called to order by Pres. Larue Austin @ 12pm
Role call of officers and board of directors was given.  Absent were Larry Dodge, Jay Kessler, Brandon Bough and Randy Brundage.
Minutes of the last meeting were read and approved by Tom Smith, 2nd by Brian Resseiguie.  Vote: All in favor.
Treasurer's report was read and approved by Bob Williams.  2nd by Dwight Shoemaker.  Vote: All in favor.
Committee Report: Nominating committee: Chad Newman, Bob Williams & Terry Riese gave their report for the 2006 ballot: Pres. Larue Austin, VP Robert Simpson & Scott Blanchard, Sec./Treas. Doug Smith, Board of directors: Jackson Sterle, Nate Wooster, Tim Livermore, Jay Kessler, Howard Smith, Ralph Caniff Jr. and Ed Kellogg.  After a lot of discussion Chad made the motion to change Secretary/Treasurer to two positions.  2nd Dwight Shoemaker.  Vote: All in favor.
Bob Williams made the motion to accept nomination committee report.  2nd Robert Simpson.
New Business: Doug stated that the banquet menu was the same as last year but the price was $18.00 a plate so we will have to charge $20.00 a plate to cover the increase in price.  Discussed and voted: All in favor.
Prizes for the point system at the banquet were discussed.  Chad Newman made the motion to have blankets for the first prize of the point system and red and white halters for second place.  2nd by Robert Simpson.  Vote: All in favor.
Machine: Doug is to check on getting back painted & get front end and passenger door window fixed and to find a place to store it for the winter.
Brian Ressequie stated that the Cato Fire Department was interested in having a pull in the spring.

President Larue Austin asked for any comments on the spring pull: Bob Williams stated that Dwight had to put in $90 of his own money for the Calcutta.  This was discussed and Bob Williams made the motion to reimburse Dwight his $90, 2nd by Tom Smith, Vote: All in Favor.
Committee Reports: There were none.
New Business: Larue read a letter from Rick McCulloch stating that he wished to resign as a Board of Director at this time.  Bob Williams made the motion to accept his letter, 2nd by Bob Simpson, Vote: All in Favor.
After a lot of discussion about whom to fill Rick's term Brian Resseguie made the motion to elect Terry Riese to fill the term, 2nd by Bob Simpson, Vote: All in favor.
The next line of new business was the Harpursville pull.  Gate: Doug Smith, Judge & weigh master: Larry Dodge, Announcer: Jim Cady, Bookkeeper: Sue Simpson, Measure man: Chad Newman, 50/50: Wayne Dodge, Brian Resseguie to sell for the bet round.

Committee report: Doug gave a convention report stating that we had picked up three new fair pulls, New Paltz, NY., Harmony, NJ. and Norwich, NY., but we lost three fair pulls, Afton, NY., Summitt Station, PA. and Troy, PA..
Larue Austin reported on solid blocks for Hemlock fair stating there was a place close by for Hemlock.  Tom Smith made the motion to get 66 solid blocks for Hemlock, 2nd by Robert Simpson.  Vote all in favor.
Doug reported on sponsors for the spring pull.  Eight letters had been sent out to sponsors and if anyone had any others that a letter should be sent to let him know and a letter would be sent.  All sponsorship money would have to be received by April 1st to get into the program.
New Business: Weighing at fairs that run two days in a row.  They are Angelica-Hemlock, Canandaigua-Boonville, Harmony, NJ-New Paltz -  Morris - Honesdale, PA.  Wayne Dodge made the motion to allow and honor weigh slips for next day (two pulls in a row) but the 1st week of August with 4 pulls in a row your weigh slip will be honored as long as you go the next day and pull the same horses.  If you skip a day you will have to reweigh on the day you go to the pull.  If at any of these pulls you pull different horses you will have to reweigh the team at each pull.  2nd by Robert Simpson.  Discussion - vote - all in favor.
Spring Pull: Pres. Larue Austin asked who would be willing to help: measure men: Robert Simpson, announcer: Brian Resseguie, book keepers: Sue Simpson & Dwight Shoemaker, weighing: Doug Smith, gate: Larue Austin, selling extra passes: Nate Wooster, ringmasters: Chad Newman & Doug Smith, Judges: Wayne Dodge & Brandon Bough.
Brian Resseguie made the motion to sell 3X3 on the Calcutta auction the way we do at our other pulls @ the spring pull with the house getting 20%, 2nd by Wayne Dodge.  A lot of discussion: vote: 8 opposed, 1 in favor.  Motion declined. 
Tom Smith made the motion to sell Calcutta 3X3, with the house getting 10% at the spring pull. 2nd Robert Simpson.  Discussion: vote: 8 in favor, 1 opposed.  Motion passed.
July 4th pull:  Doug stated that the Pony pullers Assoc. called and would like to run the pony pull July 4th and they would raise their own premium monies.

Old Business:
President Larue Austin asked if anyone had any suggestions or complaints on the annual banquet, this was discussed and decided that Doug would set a tentative date for the annual banquet which would be November 26, 2005, at the Owego Treadway.
The point system was discussed and Wayne Dodge agreed to do this again this year with prizes to be discussed at a later date.
The webpage was also discussed, Wayne Dodge made the motion to continue with the web page; Vote: All in favor.
Larue asked about the machine operator.  Doug stated that Scott Blanchard had agreed to do it again.  Larue also asked if Larry Dodge would be interested in judging and being the weigh master again next year and Larry stated he would do it again in 2005.
New Business:
Fair Convention, January 14-17.  Larue asked how many would be attending.  Doug, Robert and Larry stated they would be attending Saturday, Sunday and Monday.  Larue, Wayne, Chad and Dwight stated they would be attending on Saturday and Sunday.
Doug stated that the spring pull date is April 23, 2005.  The raffle was discussed.  Larry made the motion to have the raffle the same as last year, $20 per ticket, four prizes, seconded by Tom Smith; Vote: All in favor.
The Harpursville pull was discussed.  Larry Dodge made the motion to have the pull, seconded by Tom Smith; Vote: All in favor.
The July 4th pull was also discussed.  Robert Simpson made the motion to have the pull, seconded by Wayne Dodge; Vote: All in favor.

Larue asked for the committee report.  Brian Resseguie, chairman of the nominating committee gave his report: President - Larue Austin; Vice President - Larry Dodge; Secretary/Treasurer - Doug Smith; Board of Directors - Chad Newman, Rick McCulloch, Ira Kessler, Terry Reise and Bob Williams; Western District Board of Directors - Dwight Shoemaker and Randy Brundage.  This was discussed, Ira Kessler made the motion to accept nominating committee report, Larry Dodge seconded it, Vote: All in Favor.
Doug reported that the annual banquet would be held at the Owego Treadway Inn, on November 27, 2004.
Jim Cady, chairman of entertainment committee, stated that the band will be the same as last year.
Larue asked if there was anyone that should be invited to the banquet.  Bill Torrey, our webpage coordinator and Mel Dodge, who helps with the admission gate and 50/50's at association pull.  This was discussed and motion was made for Doug to contact Bill and Larue will contact Mel.
Larue stated that Jay was chairman of the point system committee and asked if anyone would take over while Jay was laid up.  Wayne Dodge agreed to take over for this year.  The prizes were discussed and agreed that they will be the same as last year.  First prize: blue and white halters, second prize: red and white halters.
New Business: The 2004 state fair horsepull was discussed and tabled until a later date.

Larry Dodge reported that he spoke to Scott Blanchard and it is ok to go pick up machine.
Jim Cady stated that the Zip Holland Memorial Pull is July 3
rd, 2004 (Saturday). The NYSHPA will be having the July 4th pull on July 4th (Sunday). Weigh slip from Zip Holland Memorial Pull will be honored at July 4th pull @ Whitney Point (bring weigh slip with you).
Larue Austin reported that Jim Chambers called him re: Unadilla Pull-Chambers is not going to put the pull on at Unadilla. (At the last BOD meeting it was voted that the NYSHPA was not going to put the pull on either).
Wayne Dodge made the motion that teamsters don’t have to weight two days in a row-at pulls Boonville, Canandaigua, Hemlock, Angelica-provided they pull the same pair the previous day. Jay Kessler 2
nd. After much discussion the board voted 9 in favor, 2 not in favor.
Randy Bough made the motion to put the Board of Director meeting minutes on the web site and to make a note on our April sheet of this to inform the membership. Seconded by Jay Kessler.  The Board voted all in favor.

Doug Smith stated the Grahamsville, NY phoned re: wanting a pull but, being leap year it falls on the same day as Malone, NY (which we got back this year). The Board decided that they were far enough apart and would not hurt either fair to have the same day August 14
th. Randy Bough made the motion not to weight @ Grahamsville-discussed and voted on this motion. The board voted 4 in favor, 6 not in favor. Horsemen will have to weigh at Grahamsville Pull.

Spring Pull: committees report-Don Middaugh to sell Calcutta, Dwight Shoemaker to do calcutta books, Sue Simpson to do score record books, Jay Kessler in charge of 50/50’s, Larry & Wayne Dodge in charge of stall and campers, Robert Simpson & Rick McCulloch will be the measuremen, Doug Smith weighing horses & Randy Bough holding horses on scales. Robert Simpson will be in charge of back door. Larue Austin will be in charge of admission gates. Jim Cady will be in charge of $20.00 raffle. Nate Wooster will be in charge of making sure everyone has a wristband going into the ring and selling tickets in the holding ring.
